If you're using v2.3.1 of the emulator you need MAME 0.120 ROMs. If you're using NJEmu's v2.3.5 of the emulator you need MAME 0.152 ROMs. You can't take ROMs from one emulator version and use them on another version, not with arcade emulators anyway. If you're downloading ROMs from some random ROM site they're probably a different version.

Even a lot of the 'working cps2psp all games pack' downloads aren't actually correct or complete. You can get DAT files from and use clrmamepro or romcenter to verify your ROMs are the right ones. For CPS2 and Neo-Geo games, you need to run romcnv to generate cache files and copy the cache directory into the emulator directory too. CPS1 doesn't need cache created.

I just went thru all this myself the other week, it took ages to find and verify a good working set. I think you are supposed to use the 'slim' or '3.x.x user' versions on a PSP Go. I am not sure.
